Icons theme is missing cache file

Icons theme is missing cache file and trying to generate it fail, see:

known issue, can't figure out what's wrong. I'll possibly have a deeper look when I have time

The Windows 8 icon theme doesn't have this problem, probably this one need to be restructured like the other (the folder structure).

this is a port of the original win27 icon theme to modern gnome, probably the standard hierarchy has changed since then. restrcturing is an option, but I can't guarantee a deadline. I hope to at least start working on it by small bits

Bumping the issue.

gtk-update-icon-cache doesn't help:

$ gtk-update-icon-cache ~/.icons/Windows-7/
gtk-update-icon-cache: The generated cache was invalid.

I looked in to it and I have absolutely no clue why, sorry.
