Description of issue

I noticed when you hit the uniform vendor as the XO, either Marine or Fleet, that you dont have access to the dress sword and sheathe that all officers and NCOs have. That sucks since we do use formals quite often for funerals or meetings for diplomacy and being in uniform is a big thing.

Looks like the issue is solely with marine XO's.
