Add option to disbale "Check for updates on startup"

When starting Lisk Desktop it always checks for a new version. I ask to add an option in the settings that is activated by default but can be deactivated if users don't want that Lisk Desktop checks for a new version on startup.

Default Settings:
[x] Check for updates on startup
