When walking EVA in zero-G, you can walk freely on floors, regardless of whether magboots are on or off. The sprite still shows the "weightless bobbing" effect, but has none of the penalties (and also has the speed boost from Master EVA skill if applicable).
I'm not sure if the floor has to be "magboot friendly" or not. The only floor I know if that magboots didn't previously work on was the top of the Science Shuttle, which I think used to be a different floor? I could be mistaken. But it works now.
I'm not sure if the wearer actually needs to be wearing magboots, or if they can walk in zero-g with any boots. I'm not really sure how to put together an EVA-safe suit that doesn't include magboots.
Currently, thanks to both this and the issue of not being able to keep a grip on adjacent floor tiles, turning on magboots doesn't actually give any benefit.
Difference between expected and actual behavior
A player walking in a zero-G environment without magboots turned on should float and be at the mercy of their intertia, until a grippable solid object/wall is within reach for them to use.
Steps to reproduce
Go EVA. Don't activate magboots. Walk freely on an open floor. Tested on both Ministation and on Tradeship.

Discovered this a couple days ago, shortly after updates were applied to Scav Station which included the change to magboot functionality.

Additional info: During a gravity outage event, I was able to walk around freely in the hallway without hardsuit magboots deployed at all. So "magboots but inactive" don't seem to be a requirement.
