Description of issue

the sec robot hugs people instead of stunning them, likely related to same issue of farm bots "Washing hands" instead of refilling water from sinks.

Difference between expected and actual behavior

I should see that robot stun people when I set someone to arrest, not hug them.

set someone's criminal status to arrest
see what robot does
