Bug: Attack Tools from library not available to assign to "Red Team Details" v9.6.5

The app comes with a default list of "Attack Tools" several of which are "enabled" but none show up in the list of Attack Tools when filling out the "Red Team Details" dialog.

Check which tools are enabled at an Environment level

In the assessment screen, check for tools there if you have per tool outcomes enabled
