I figured out, use the latest version, and not as indicated in the README.md

Old - SpicyPizza/create-envfile@v1
Last - SpicyPizza/[email protected] or SpicyPizza/create-envfile@master

I create pull request, which fixes it - Edit README and Dockerfile
