I am experiencing a consistent freezing issue on my Steam Deck LCD when CPU usage is 23% or lower. This happens on both SteamOS and Windows.

Steps to Reproduce:
Run a game or application that keeps CPU usage at or below 23%.
The Steam Deck freezes completely after a short time.
The only way to recover is by forcing a restart.
Temporary Workaround:
Setting TDP to 15W and using CPU Blended mode prevents the freezing.
However, increasing TDP above 15W immediately causes the issue again.
System Details:
Steam Deck Model: LCD
OS Tested: SteamOS (latest version) and Windows 11
BIOS/Firmware: Up-to-date
Steam Deck Tools Used (on Windows): Yes
Issue Occurs in Both OS: Yes
Possible Causes:
APU power management issue
Firmware bug affecting CPU scaling
Thermal or power delivery problem above 15W
Request:
Please investigate this issue, as it limits performance and affects both SteamOS and Windows. Let me know if you need logs or additional testing.

I get a hard freeze in the Firefox flatpak here and there. I don't know if it's this issue or a different one, but it freezes the system completely and I have to hold down the power button to turn it off and then back on again.
