Remove temporary REST partkey file management

As a migration step, we had the REST API create/delete participation key files. That needs to be removed.

Dependency

Should be done at the end of the PKI project.

Acceptance criteria

Make sure all code supporting moving files to the data directory are removed.
Review goal cmd code to ensure that they also don't need updates. If updates are required, create a follow up stories.
