Currently we have multiple toggles to disable Gemini

GEMINI_DISABLE and DISABLE_GEMINI_LINKING

GEMINI_DISABLE, disables the Gemini client completely for all services

For this ticket -

  • Make the GEMINI_DISABLE usage and its effect more explicit
  • Check for any issues such as nil pointers if it is disabled
  • Refactor code to unify how/where it is set
  • Any other improvements e.g. disabled per service rather than global
