Is your feature request related to a problem? Please describe.
Slashing occurs in 4 different levels on Polkadot, treating them all as equally severe isn't an accurate depiction of reality.

Describe the solution you'd like
We should take into account the multiple levels of slashing and weigh them appropriately.
