Allow issuer can issue badge for non-can account #7

User cannot receive badge until he/she has CAN account. So the badge will be issued to a special account (ghost).
Once user has CAN account they can claim the badge through crypto-badge server. So smart contract will allow user can claim badge from "ghost" account under crypto-badge permision
