• Release stable packages to nuget.org

• Generate new API Doc and upload to http://cefsharp.github.io/api/
• Update General Usage API doc links

FolderSchemeHandlerFactory Handle URL encoded paths only in absolute path is technically a breaking change (PR #5052) in this release.

I don't expect this will impact people as the behavior before was likely undesirable.

It would appear that CEF has stopped shipping snapshot_blob.bin sooner than expected (#5036)

This breaks the dependency checker, needs to be fixed

133.4.21 includes a fix, 133.4.20 won't be published to nuget.org

CEF is in the process of making changes to support shared installation, one of the side effects is that the version numbers have been reset as per chromiumembedded/cef#3836 (comment)

The latest CEF release is 133.4.1+g02b8366+chromium-133.0.6943.142, which 133.4.1 being lower than 133.4.2 which is currently on Nuget.
