For local (in console) role changes ensure the permission state is also updated

  • Changes via user table pills, manage users stepper. Consider future use case where there'll be 'remove all roles' style buttons in users table

Marking as P1 to ensure the first part is done. ATM I don't think we update permissions when user roles change
