Add pre-commit hooks, please

To make it easy to use the utility via pre-commit you should add a configuration file with hooks

I will decline for personal reason, and also the fact I almost stopped using pre-commit.

Also, because I stepped away from the logic of adding pre-commit hooks to project repository:
