PMI outdated for CBI project

https://github.com/eclipse-cbi/cbi/wiki/Signing refers to https://www.eclipse.org/cbi/sitedocs/eclipse-jarsigner-plugin/plugin-info.html, which is from 2018-04-12 for version 1.1.5. It is old, see #474.

Furthermore, the current version of the plugin is https://github.com/eclipse-cbi/org.eclipse.cbi/releases/tag/v1.4.3, but https://projects.eclipse.org/projects/technology.cbi shows only 1.3.1 as latest, so it also seems rather outdated.

The project seems due for a progress review...?

I did update the links in the wiki to point to the latest plugin documentation at https://eclipse-cbi.github.io/org.eclipse.cbi/

The latest releases do not show up on the PMI project page. Need to discuss this internally how we should handle that in the future as releases are made via a GitHub release nowadays.
