Revise wait_for_server timeout logic in everserver #10279

Would opt for something simple, like trying once every 2 seconds for up to 2mins. Currently it feels quite laggy if it gets to waiting for 10sec, 20-30sec between each polling and so on. Just checking if it is up should not be an expensive operation either way.
