[Feature request] If a file can be visualised show the eye, otherwise a download icon? #13492

The EYE button should look DIFFERENT depending on whether it starts DOWNLOADING a dataset vs SHOWS you the dataset
This would stop so many unnecessary downloads (by me, let alone my students)

Example: https://usegalaxy.eu/u/wendi.bacon/h/imported-spanscriptomics-continuacin, "11: manipulate anndata" is an h5ad type dataset. This does not implement display_data (maybe it should), but we know from the lack of this method that it isn't 'viewable' and we could show a different icon instead.

Maybe just not show the eye icon in this case, since there's already the disk icon for downloading?

Or just grey it out / mark as disabled would probably be ideal.
