[build] test other platforms

We're currently running tests only on Linux x86. I've created the runners build-linux-arm, build-linux-x86, build-windows-arm, build-windows-x86 and did an initial trial that failed on ARM due to the OpenJDK version being x86. We'd need to update the platform-specific build configurations. Reverted trial for reference: b6a0185. Github currently doesn't offer Mac runners. We might need a different CI if test on Mac becomes important.
