Super short description of the upgrade:

This release completes the repertoire of all characters in the Unicode Standard Tifinagh block. It adds language system tags for accessing language-specific font features for the Tamahaq, Tamashek, and Tawallammat languages. It also adds support for all languages using Neo-Tifinagh characters.

Bugs reported in this repo which this upgrade would fix:

Not aware of issues with the current v3.000 font. However I wanted you to be aware that with new language system tags in v4.000, FontBakery gives a FAIL - The following invalid language tags were found in the font: TAQ , THV , TTQ. However, these are valid tags in the OpenType spec v1.9.1 and FontBakery should be updated.
