Restricted sequences have a banner

It would be better if this linked to https://pathoplexus.org/about/terms-of-use/restricted-data not https://pathoplexus.org/about/terms-of-use/data-use-terms as currently. That's Pathoplexus-related, but the Loculus changes would be to add a new route specifically for the URL for the restricted use DUT, and to make the banner use that.
