Add sample cases to cover all record formats

There are several sample cases (bench.pfc, test_gov.pfc, etc.) But these don't cover all record formats and options allowed. To test parsing and processing of all record formats, need to have cases run in CI to cover all capabilities (DC lines two terminal and multi, the various bus types, all transformers, switched shunts, etc.)
