Harbor Should Announce Site Information on All Deployments Without Prior PR Announcements

Currently, Harbor only announces site information comments when deploying a new site. If there is no previous announcement on the pull request (PR), Harbor does not post any site information. This behavior can lead to missed notifications and reduce visibility of deployments among team members.

Proposed Enhancement:
Harbor should automatically announce site information for all deployments, regardless of whether a prior announcement exists on the PR. This ensures consistent communication and better tracking of deployment activities.
