Line 68 of the CONTRIBUTING.md doc references the pull request guidelines for new developers. When clicked from GitHub, this takes the user to a file named pull-request-guidelines which does not exist, and for which GitHub returns a 404 error.

The service should reference the anchor (found at line 96), not a file.
