Allow attaching DevContainer as non root user without creating .devcontainer json

Attaching to devcontainer automatically attaches as root user without ability to provide more parameters.
A possible solution is to create .devcontainer json.
It would be nice to have "Attach with parameters..." and provide the user to attach with without need to create additional file.
