Git changes showing in Source Control, but not in editor, in a certain file

Type: Bug

1. Open the file (in this case, docs/API.md)
2. Edit the document so that it has unstaged changes
3. Try running commands like "Go to Next Change" and "Show Next Change"
4. See that nothing happens, that no gutter diff markers are shown, etc

Note that changes are shown in Source Control:

And from Source Control I can open a diff file:

And the file name itself is colored blue with a "Modified" tag, but in the editor itself, no git changes are shown:

But, other files do successfully show git changes in the editor:

I did also try an Extension Bisect, but it failed on step one when it disabled all extensions but the issue still persisted. I also tried restarting VSCode in various ways (close + restart; Developer: Reload Window; etc) which didn't work.
