Mk:apiExternal を復活させて欲しい

Summary

依然としてリモートサーバーのAPIを取得する処理のユースケースはあると考えました。
#12040 などがありますが、対策としてPlay及びプラグインで要求できるスコープに「外部サーバーへのリクエストを送信」を追加することで解決できる課題ではないでしょうか。

I think the most important is token granularity. I suspect one can already do what #12040 was discussing by Just create a token, concatenate to a URL and use /api/fetch-rss, it doesn't matter if the request succeeded the token is still sent.
