Use the search index prepared in https://mozilla-hub.atlassian.net/browse/CONSVC-1512 to make a Merino suggestion provider that provides suggestions for queries that are sufficiently confident matches in the search index. This provider should take into account the language of the request, to ensure that it matches the search index.
