Upgrade to vocpub 4.7 profile

Upgrading to the current vocpub profile changes the RDF slightly. The current vocpub profile (4.7) is not fully backward compatible. This issue is to inform about the coming change.

The update will

• replace the dcterms:provenance by skos:historyNote (related dcterms:provenance - Correctly used? voc4cat-tool#122).
• add info about the organization managing the vocabulary using schema.org terms.
• add skos:inScheme and rdfs:isDefinedBy triples to collections

We still have to check if documentation generation is affected before upgrading voc4cat-tool in CI to v0.8.0 and bring vocpub-4.7 to this repo.

Fixed in 947c46b by upgrading to voc4cat-tool 0.8.2.
