Git tag new releases & use github releases #6

Latest commit in source code is for version 1.9.23 released in google play while latest tag available in this repo is for previous version 1.9.20 https://github.com/nunchuk-io/nunchuk-android/releases/tag/android.1.9.20
all tags in repo:
https://github.com/nunchuk-io/nunchuk-android/tags

Thus git tag new releases, and ensure the version on PlayStore has a matching git tag before releasing it to PlayStore.

also consider using Github releases & add description of the releases to them: https://github.com/nunchuk-io/nunchuk-android/releases
