[FEAT]: Support with.github-token

Describe the need

It would be nice if this package supports with.github-token input like:

- uses: action@v1
  with:
    github-token: ${{ secrets.PAT }}

I found the issue already exists but it was reverted.

• This feature was proposed in [FEAT]: Support with.github-token (kebab-case) #318
• It was implemented in feat: add kebab-case support with.github-token #319
• It was reverted in fix: revert "feat: add kebab-case support with.github-token (#319)" #321, but it seems not a bug.

Do you have any plan to support this again? Thanks.
