Description

The Search filters/parameters on OJS 3.4.0.8 don't appear to work as expected.

For example, when selecting 'Institution name' + 'Contains' + any filtering word, OJS returns all results not narrowed down.

Preconditions : Added by @Tribunal33 . This is part of manual payment plugin.

Steps to Reproduce

1. Login with a JM/Subscription Manager ROle
2. Navigate to Payments
3. Click on Institutional Subscriptions
4. Search by Institution Name + Contains + "College"
5. Click Search or hit enter on keyboard.

Expected Result

You would expect the system to narrow the search with results that only contain the "College" in it.

Actual Result

The page just refreshes with no additional narrowing down of the information.
