Support payout with 3rd party KYC

As a coordinator, I'd like to use 3rd party KYC payout and have all the reward/result calculations on maci-platform side.

@0xmad can you expand why we need this? And why this isn't done "offline" (outside of maci-platform or any onchain interaction)

This task was created for devcon round because they use only calculations and fund the projects based on the reward calculation. For more transparency, it makes sense to have the integration supported to allow users to check that payout was done with exactly the same rewards and params.

So, for some cases KYC can be needed to complete the payout. It's related to the integration part but we don't need to implement it, we just provide the integration api/interface for it.
