Several reasons as to when this message can be displayed:

  1. This actually NOT and Angular 2 application
  2. It is an Angular 2 application but NOT running in DEV mode

The message needs to be generic enough to cover the above scenarios

There is still an issue, if devtools is closed then open. Can get stuck in a state where the message fails to show no matter how many times browser is refreshed.
