I'll +1 on this for a future feature request.
Some providers, such as Dreamhost's Dreamcompute Openstack Platform do not support a network-based metadata service and rely on config-drive only.

I'm not sure how often this is come across in other platforms, but it would be a "nice-to-have" option for OpenBSD.
