Admin Set Viewers should be able to view works in an Admin Set simply by virtue of being added as viewers to an Admin Set. (Assuming works are unsuppressed by workflow.)

Admin Set Viewers should see Admin Sets in the dashboard but not be able to edit anything about the Admin Sets they can view.
