Add "mark all as viewed" button to observation page

For retroactively marking programs as having been checked it would be useful to have a "mark all as viewed" button or something similar at the observation level, for cases where data may have been checked before that feature was merged, so users don't have to go through and manually click the button for each exposure in e.g. commissioning data.
