The two components in this directory FwVolDxe and UpdateDriverDxe provide support of the old capsule update solution.
Now since the signed capsule update is recommended to use, this directory can be removed.

Talked with Liming Gao offline. He suggested to merge IntelFrameworkModulePkg\Universal\FirmwareVolume\FwVolDxe\ and IntelFrameworkModulePkg\Universal\SectionExtractionDxe to one new driver in MdeModulePkg (GUIDed section extraction capability can be directed to GUIDED_SECTION_EXTRACTION protocol).
DXE CORE only provides Firmware Volume read capability.
The new driver provides Firmware Volume read/write capability.

Let's focus on the removal of UpdateDriverDxe in this bugzilla.
