Issue Description
When capacity_additional_max_floor is not specified, capacity_additional_max_growth_rate is ignored, i.e. a technology will build more than is allowed by the growth rate. See attached screenshots, showing capacity growth with and without capacity_additional_max_floor specified. Onshore wind jumps from 2.19 GW to 17.44 GW between 2025 and 2026. Have run through this with @djwels to check I haven't missed something else.
Expected Behavior
Onshore wind in this case should only be growing at 20% of existing capacity year on year.
