3JN BP check seems to find extra SQ quote errors #188

Gives a number of 916 errors, even for quotes with ellipsis that appear to be ok.

Turns out that the fault was in the en_sq repo (using ellipsis rather than ' & ').

However, added an extra check to help discover this particular problem in the files.
