Browser notifications panel shouldn't appear again while clicking on the cross.

you have to permit it because many notification will appear like when you submit to post the resultant message will show if succeed or failed . if u don't you won't see anything . this is why you have to allow it .

We don't want to force the user to allow it. User must have the ability to either allow it or block.
