Disconnect/reconnect zWgr (during IBD) #6

When shutting down the client during IBD and performing block checks on startup, the client disconnects and reconnects blocks. Disconnecting blocks with zWgr is flawed and can cause an unrecoverable issue.

Check by syncing up to e.g. 325709 and shutting down/restarting within 5 blocks of there.
