WakaTime has crazy install count

We discussed maybe dropping WakaTime (#9063) but any malicious action didn't originate from them. So, what happened, can we prevent it from happening again, and can we correct the install count for this package (it's a nice package, but their current trending and top 25 rankings are a bit undeserved 😅).
