Using XTCE file instead of the .txt cmd_tlm file didn't work as online docs suggest #329

Unless I misread it this -- http://cosmosrb.com/docs/xtce/#running-cosmos-using-an-xtce-definition-file

Says I can put .xtce file in the cmd_tlm dir and it will work, that is the system will read the file directly.

This didn't seem to work -- although importing it did produce a file readable by the system.

version 3.8.2

I'm up for retrying it...

This isn't working due to a bug of only looking for *.txt files. I'll submit a pull request.
