Add linkable & tag to Section headers #3

It is useful to be able to quickly copy a link to a specific section of the spec.

In both ReSpec and SpecUp this is done by prepending a & to the headers. With the & a link to that section of the spec. e.g. https://www.w3.org/TR/did/upcoming/#did-url-syntax

That way you can easily right click and copy the link from the & to get a link to the section you want.
