This pull request includes a minor change to the how-to-create-github-issues.md file in the Contribute/content directory. The change modifies a note to provide clearer instructions on how to provide non-GitHub feedback across the Microsoft Learn platform. Specifically, the phrase "To leave feedback on non-open-source product documentation" has been replaced with "To learn about how to provide non-GitHub feedback across the Microsoft Learn platform".
