Third official version of betterpvp

In this version, several bugs were fixed and new functions and a new softdependency were added.

/pvpregion - new command added

betterpvp.pvpregion - a new permit was added

add softdependency worldGuard - betterpvp now supports some features of the worldGuard api

Bug fixes - The ones we found when we were testing have already been solved

Improved ErrorHandler - In this version the errorHandler bugs are already fixed.

new configurations in config.yml - more configuration options and new messages added
