Berry 'tasmota.when_network_up()' and simplified Matter using it

Description:

Add tasmota.when_network_up(function) -> nil when you need to call network functions that would crash if the network stack has not yet started.

Simplified Matter code to use this function, and run even when Rules are not enabled.
