Migrate the INI-like config file to TOML format.

This way it will be easier to read for human beings. That makes it easier to configure BIT on non-GUI systems.

Related to and maybe blocked by #1850

The config variable "qt.last_path" exists redundant global on for each profile. This remove the global one.

Related to PR #1850 and #1984 .
