I'm putting together a list of changes to be included in v4 and I realized that the titles for CIP-29, CIP-30, CIP-31 could be a bit confusing. This is an attempt to reword the titles and descriptions for clarity. Thoughts @tac0turtle?
I'm not 100% satisfied with the revised CIP-31 title and description. That one could still be edited.
